'rathaus der herzen' is a town hall which significantly differs in logic, bureaucratic organization and opening hours from the good old municipal administration. When a speech is given, it is not to proclaim truths or to convince citizens, but to create an environment where emotions and thoughts are respected and are shared with the public.
